ethiopia: tvet capacity building programme, phase 2

Project:
Technical and Vocational Education and Training - Phase II and Capacity Building Measures for TVET Institutes Staff
Description:
Supply, delivery and installation of equipment, machineries, power and hand tools and accessories to training centres in 6 regions in Ethiopia: Automotive Technology Training Equipment and Manufacturing and Metal Engineering Training Equipment.

In the course of the development cooperation with Germany, the Ethiopian Federal Repbulic has received fundes through the KfW Development Bank. The Vocational Training Investment Programme, Phase 2 is supposed to stengthen the vocational education sector in Ethiopia. With this project, the German Government supports Ethiopia's efforts to rise to a middle-income country by 2017. 

The investment programme primarily aims at improving Ethiopia's technical teacher training as well as the national grading and certification system in vocational education. New capacities in technical vocational education at selected training centres of excellence shall be created. The ultimate goal is to provide these centres with the means to offer advanced training courses according to Level 5 of the national competency-based qualifiction framework and to facilitate a demand-oriented, state-of-the art technical vocational education for teachers and students.

contribution

Within the limits of this project, we supplied equipment for 8 training centres spread all over the country in the years 2015/ 2016. The delivery comprised machines, tools and accessories for metalworking (e.g. CNC milling machines, lathe machines, grinding machines) and automotive workshops (e.g. car lifts, roller brake testers, training vehicles and engines). 

According to our philosophy "everything from one source" we carried through commissioning and installation works and provided professional teacher training courses on site.

SRI LANKA: Vocational Training in the North of Sri Lanka

Project:
Supply of Equipment for 8 Vocational Institutes
Description:
Supply, installation and commissioning of vocational education and training equipment to eight vocational institutes in the Northern Prvoince of Sri Lanka.

DETAILS

The project "Vocational Eduaction in the North of Sri Lanka" is supposed to strengthen the country's vocational education sector through the construction and  equipment of a higher level vocational teacher training centre in Kilinochchi (SLGTI). In addition, 8 already existing vocational schools in the region shall be enabled to provide students with a skills set for secondary education at the Sri Lankan German Training Institute (SLGTI). 

Improvements in the vocational education not only increase the odds for employment and income generation but also strengthen the market chances for firms through an increased supply of a better qualified workforce.

contribution:

In 2015, we supplied equipment for 8 vocational training centres in the north of Sri Lanka.  The delivery covered a wide of tools and machinery form different areas: From large machinery and handtools for metal- and woodworking through to didactic training stands for electrical engineering. Together with our local partner, we also took care of commissioning, installation and training at the 8 different project sites.

afghanistan: TVET PROGRAMME, PHASE 1

Description:
First Project
Supply of mechanical workshops, carpentry workshops, and automotive workshops to Technical Teacher Training Academy (TTTA) Kabul and Agricultural High School (AHS) Kunduz.

Second Project
Supply, installation and commissioning of vocational education and training equipment to the following vocational institutes in Afghanistan: Technical Teacher Training Academy, Mazar-e-Sharif (TTTA MeS) and Agricultural Regional Institute, Mazar-e-Sharif (ARI MeS).

DETAILS

The TVET Program seeks to improve Afghanistan's vocational education sector. Due to political conflicts, the country's educational sector has suffered strongly in the past years. To foster the country's development and to overcome the demographical challenges, the creation of new capacities in the vocational education is deemed necessary. With the TVET Program, Germany is supporting the development plan for the vocational education sector set by Afghanistan's Ministry of Education. The plan focuses on the 10-15.000 students and 700-1.000 teachers of the participating institutions, whereby these number shall be tripled within the next 5 years. 

Apart of the construction of new buildings and building maintenance measures, equipment for 6 vocational schools and 2 teacher training centres in the field of craftsmanship and technics shall be procured.  In addition, teachers at the different project sites shall be trained on the received appliances.

contribution

In the course of this project, we equipped several training centres for vocational teachers in Kabul, Kundus and Mazar-e-Sharif. The delivery comprised complete workshops for metal- and woodworking as well as one complete automotive workshop. Apart from delivery, we took care of installation, commissioning and training on site.

laos: lao people's democratic republic - strengthening technical and vocational education and training project

Project:
Supply, delivery and installation (including training) of teaching and learning materials and equipment package for Automotive Trade Priority Skill area for 7 public TVET institutions
Description:
Supply of automotive- and welding training equipment, tools, and workshop equipment to different vocational training centres

DETAILS

The project seeks to improve both the quality of, and access to, formal TVET in Lao PDR. Quality improvements include developing skill standards, improving curricula and training teachers in 4 priority skill areas. The expected impact of the project is a more highly skilled and diverse workforce in Lao PDR. 

The performance target is that the number of workers in the labor force with formal TVET qualifications increases by 25% (50% for females) from 2011 to 2021. The project’s expected. outcome is an accessible formal vocational training system that is more responsive to labor market needs.

A sustained social marketing campaign will be initiated to improve the poor public perception of TVET and vocationally-oriented occupations. This campaign, to be conducted with employers and TVET institutions, will seek to increase the number and quality of students in the TVET sector, and increase interest in vocational training among females and ethnic groups. The campaign will use a range of techniques, including information provided by institutions and employers, job fairs, and television and radio dramas to highlight the many benefits of pursuing vocational training.

contribution

We delivered 6 complete automotive- and welding workshop for students, including all components. In cooperation with our local agent we carried through intensive installation at 6 project sites all over the country and conducted a central training of 10 days duration teachers in the Capital Vientiane.

serbia: support to serbian detention facilities

Project:
Supply of Equipment for Vocational Education Training (VET) in Prisons
Description:
The supply, delivery, installation, commissioning, training where applicable and after-sales service, by the Contractor of equipment and supplies for the vocational education training (VET) in prisons in the Republic of Serbia.

DETAILS

Within the framework of the  reform of the prison system in Serbia, the European Union launched the project “Support to Serbian Detention Facilities”, carried out in detention facilities in Nis, Sremska Mitrovica and Pozarevac, locations chosen for pilot trainings.

Thanks to this project, prisons in these cities were fully equipped to provide vocational education and training for prisoners interested in one of five lines of work available: welding, screen printing, furniture fabrication and assembly, bakery and market gardening. These professions have been insufficient on a labour market in Serbia for a long period of time. This way, former prisoners had opportunity to leave their criminal past behind and earn their living legally. The EU donation has enabled provision of the entire equipment for training in all five occupations, training of prisoners, preparation of legal procedures and solutions, public information campaign, drafting of VET Concept and Action Plans, as well as the training of civil servants who cooperated with prisoners. The equipment, comprising the full technical capacity to learn skills required in real-job setting, allowed up to 30 prisoners per line of work; this way, they acquired knowledge and skills necessary to find real jobs. Besides providing opportunities for re-socialisation upon release and a direct impact in cutting the recidivism rate, programme also affected the state of general human rights observance within Serbian prisons, by providing prisoners with conditions for dignified serving of their sentences.

For all three detention facilities (Nis, Sremska Mitrovica, and Pozarevac) we delivered the complete range of workshop equipment both for the welding and metal working-, as well as for the woodworking workshops.  

Besides delivery, we carried through installation of the machinery and conducted training for the personnel on site. The project was completed in summer 2012.

DETAILS

The TVET Investment Programme funded by German Financial Cooperation, which is an integral component of the Engineering Capacity Building Programme (ECBP), was designed in order to serve the following programme objective: 

Improvement of the Ethiopian TVET System in terms of quantity and quality in the sense of labour-market relevant training for employment and self-employment. 

The program's overall objective was to increase target groups' prospects for income generation by enhancing the chances for continued employment through vocational education. Target groups are all persons having demand for vocational initial and further training, i.e. young school graduates and early school leavers, employed, under-employed and unemployed labourers of the formal and informal sector. Project Implementing Agency (PIA) is the Ethiopian Federal Ministry of Education (MoE).

contribution

Within the scope of this programme, we have equipped 24 schools and universities between the years 2007 and 2009. The delivery comprised complete workshops for e.g. mechanics, welders, car-mechanics, electricians and carpenters as well as a range of various goods from other areas. 

The goods were distributed to the different project sites spread all over the country. Moreover, we have  carried through installation and training of the teachers and staff for all sophisticated materials.
